An advisory-committee discussion is one step in a regulatory process. It does not turn a compounded substance into an FDA-approved drug.
Why the distinction matters
Coverage of advisory meetings compresses a multi-stage process into a single event, and the compression usually points one way: toward the impression that something has been permitted. Each stage below is separate, and reaching one does not mean reaching the next.
What the sources describe
Advisory committee discussion, committee recommendation, FDA rulemaking, inclusion on a compounding bulk-substances list, and FDA approval of a finished drug product are five separate things.
